80’ wide/lights on base/beings seen in ports

Vessel rose up vertically about 200’ from me. Then it tilted to the horizontal. It seemed to be motionless for about a minute. On the base hung a cupola with what appeared to be beings. The beings seemed to be moving around. Above that was a row of lights that stretched across the side I could see. It then slowly moved away from me in the direction of E4th Street . It made no noise and there was no disturbance in the air.
