Unknown white object flying at high altitude above Las Vegas, NV

Observed a white oval object, similar to the shape of a parachute as seen from below, with another object suspended below, travel in a West to East pattern over Las Vegas Nevada. Object appeared to be under its own power it did not lose altitude.
