Bright light appeared to (perhaps) be hovering closely outside of earth's atmosphere

We saw a bright light hovering in the northwestern region of the sky (Seattle/WA). It appeared to be outside of the atmosphere but moving quickly or ... close to the earth. Very bright. Definitely not a star. If it was Venus, I have never seen it that bright. Witnessed by three people, two at this location and one further north. Whatever it was, it was very strange. It did not appear to coincide with the rotation of the earth against the backdrop of the stars.
