looked like a jelly fish tumbling foward with yellow,red,blue lights in sequence then turned green edges clear.

It was a very clear day the sky was blue no smog or clouds, at first i thought it was a baloon there was only one it looked white i was looking at a hawk and then it caught my eye above the hawk was this baloon moving foward then sideways back up down i was using the hawk as a marker to keep track of it..i went to my car had my rifle scope and to my amazment it was no baloon..wow it look just like a jelly fish changing from yellow,red,blue in sequence then back to clear even had what looked like a tail..what was odd to me was the way it tumbled foward slowly the whole time but the lights didn't move they stayed centered it was above me for a while it kept going higher then the whole object turned green except the edges remained clear. it tumbled at the same speed the whole time.
