Blinking red Blue/green and White lights low in the horizon far away and due west from san juan capistrano. Appears to move around 3wk

Have been observing a red white and green/blue blinking light in the sky due West low in the horizon bobbing around and doing little zig-zags for about 3 weeks now. Does not seem to be going anywhere though last night I stopped looking at it for 15 minutes and when I came back it was gone and appeared to have relocated north where it also sat in the sky until i went too sleep.
