Orange Pulsing lights over ocean in Garden City Beach

Was leaving work in Garden City Beach, SC on 9/11/12 at approximately 8:04 pm EST when I stopped at the corner of Dogwood and Atlantic Ave. Looking left to see if I was clear to pull onto Atlantic Ave I happened to notice a group orange lights over the ocean beyond the Garden City pier.

The lights varied in number and would pulse at random intervals for roughly 1-2 minutes; not sure how long they were present before I noticed them. They were random in placement however in a fairly narrow viewing angle.

By the time I was able to get my phone out and camera on it open they had disappeared. I waited another 5-10 minutes to see if the lights would resume, however they did not.
