20-30 orange lights floating silently over I-10 in Tallahassee Florida heading west

My wife and I were driving west on Interstate I-10. It was night time. We looked up ahead of us at the horizon and saw about 20-30 orange colored lights that seemed to be following Interstate I-10 and they were heading west. These lights flew right over us and I opened the sunroof on our car so I could get a good look at them. Some of the orange lights seemed bigger than the others did almost like some were flying higher than others were. We are in our 40's and neither of us have EVER seen anything like this. It must be something the government is working on like a bunch of drones that follow the interstate until they get to their destinations or something? It was really real and strange.
