4 dimly white sphere shaped objects; independent rapid movement; at times would form into one object

At approximately 18:05 while traveling north/north east on MD RT 32 between Tridelphia Rd and MD Rt 44 notice 4 dimly white sphere shaped objects. The formation of the objects was pretty tight, moved quickly in different directions, and at times seemed to form back into one object, then break off again. There was low cloud cover and the outside temprature (according to my car) was 27F. If I was to guess, I'd say the circumferance of each object was between 10-20 feet but hard to judge not knowing the cloud ceiling. At first I thought these were some type of high powered lights but this is a relatively rural area moderately populated with no large commercial businesses/structures that might account for the lights. I pulled to the side of the road and attempted to photograph and video the episode though my car window with very bad results. The spheres headed east and I lost them through the trees. There were other cars on the road as RT 32 is a main artery to northern Howard and Carroll Counties for commuters and would be very interested if anyone else witnessed a similar event.
