Multiple "bulbs" traveling from sea shelf Coast Guard to Bayside.

Ft Hill. Lights varying in intensity focusing on me appeared from seal shelf at coast guard. They remained spatially unchanged as they made their way to the bay (?). Footage continues ro reveal more lights. Besides the intensity of light they were identical. Closest one was approx. 12 ft over my truck "looking down" through open sunroof. They seemed intelligent and I was their focus I don't know why. They split a number of times. The bright decoy worke because in the footage as I focused on it - more came close to car. Seemed to be investigating me, I passed because they simply Vanished then appeared, heading north in illuminated pairs. Ya got me, I don't know what any of it was but have the footage. Definitely: intelligent, tactical, emotive, playful, leery.
