Was taking my dog outside and I thought I saw the ISS flying by. Until it passed me and then hovered over me

Was taking my dog outside and looked up and thought I saw the ISS passing over by.

A few seconds later the unknown craft that is at Space Station height passes over me it makes a semi-circular motion and hovers right over me.
