USO picked up by tugboat crew moving in and out of water, radar

The witness was a tugboat captain and his crew was proceeding south 30 miles off Jacksonville Florida His engineer asked him what was a light which was approaching from their port stern at about the same heading as them (174° magnetic). When they first noticed it it was about 250 to 300 yards away not moving much faster than them which was 9.3 tks (knots?). He pointed out that it was submerged but glowing a greenish yellow light at first. He said it was the moon's reflection but the engineer pointed out that the moon's reflection was a little off their starboard bow. They continued to observe this light. As it slowly approached and got directly abeam of our vessel the captain noticed that his radars started spoking and showing a screen like they were in a heavy rain storm but the sky was clear and no wind to speak of. As this light continued to pass them it was only about 100 to 125 feet off their port side. At this point they could make out a round struc! ture between 30 to 40 ft. Round and maybe 40 to 50 ft under the water it continued to move south for about 3 to 5 minutes, then turned, west and cross their bow at a range of approximately a hundred yards. As it got about 30° to 40° off their starboard bow it came up and out of the water and became airborne, accelerated to a very high speed, and was out of sight in a matter of seconds.(MUFON CMS)
