High altitude single ball of light appeared in the distant sky while on evening walk. N-NW in proximity to my location. Caught my attention as it was brighter than other stars in the sky and appeared approximately -12° from Ursa Minor/Polaris.

Light was initially white, but then gained in intensity while assuming a blueish-green color just before disappearing as if a shade was pulled over it.

Initially thought a plane was changing course as there is a major airport (KIAD) approximately 30 miles north.

As I saw the flash dissipate, thats when I realized it was not a plane. I continue to look in the sky from marker lights to indicate a planes path, yet nonexistent after the flash.

Sighted by technology engineer with military background.
