I saw a blue light apear in the sky and it moved around then disapeared!

I was driving home..and on the way i stopped at a stop sign and right in front of me in the sky appeared a clear blue like a light blue light and the light was oval or circled shape with some kind of structure above the light... and it moved up. first that's when it appeared. when it moved up then stayed in that position for a sec. then moved down quickly and disappeared!
