Small objects with fire-like glow flying at low elevation, like balloons without gondolas.

Small flying objects with fire-like glow from bottom moving in formation approximately 3,000 feet in the air. First light followed by four in a square formation, then 5 or 6 more following equally spaced in a line in the same direction. Appeared to be a flying balloon without a gondola, and were quiet.
