Circular lights looping in a circle.

Circular lights above or in cloud overcast. The circular light would appear then loop around in a circle and repeat every 3-5 seconds.

Witnessed on I780 going south near the I680N interchange going towards Fairfield.

I took the I680N ramp and was not able to view anything.
