Location details: From Lincoln looking SW 45 degrees up and right between South & East basically 45 degrees

Shape: Oval
Characteristics: Lights on object

Watched it for over an hour it did not move much.

Watched for over an hour with naked eye and a basic telescope figured reflection from setting sun. It dimmed out after sun went down a flashing light on bottom when dark then lost it. Maybe an Army balloon when I looked it up. It was south of SAC. Offit Air Force Base or a UAP
