One solid light and one blinking light moving separately very erratically.

Saw while on a cruise ship. A light in the sky far away was moving erratically… slow then fast then still… moving up, down then to the left for a little then quickly change direction. We saw it for about 15 min doing this. Then we saw a separate light that was blinking moving in the same way but just saw that for about 5 minutes. I’ve never seen anything move like that in the sky before.
