Bright light, eastern sky, 20 degrees above horizon, and less bright light, appeared to circle each other then move away.

First saw the bright and dim lights circle then move away from each other. Saw this a few times within 15 minutes. Then saw 2 shooting star-like lights travel from SE to NE within 30 seconds of each other. About 5 minutes later, saw 2 lights appear in NE sky in same direction that shooting stars traveled. The 2 lights moved around briefly then disappeared.
