Four distant, silent, high altitude, bright orange orbs continuously taking turns doing an aeriel sawtooth? maneuver in broad daylight.

Four distant, silent, very high altitude, bright orange orbs were seen all lined up in a row in broad daylight from about 3:40 pm to 3:55 pm. I don't recall the exact date, just the year (1990) and that it was early fall. I assume it may have been around October 13 since I found a nearly identical NUFORC sighting on that date in Rising Sun, MD, which is in precise line of sight from where I was looking (northeast from Silver Spring, MD). Objects were seen in a busy, heavy populated area and had to be seen by thousands, though I noticed dozens of people just ignoring them. Couldn't tell if objects were luminescent or rather reflecting late day orange sunlight. Objects continuously took turns doing an identical slow, simplistic aerial sawtooth? manuever (diagonal, down?) for 15+ minutes, continuing even as I left the area. Objects were seen at least 3? days in a row in exact same location and time doing the same thing. Brought binoculars the 3rd day, which didn't resolve useful detail. Within a week or so local TV news reported on them, stating they'd contacted the military and been told only that the objects were "not us" (not the military). I drew a detailed full-color sketch but lost it years ago, will send it if I find it.
