I heard a commotion outside my second floor apartment.

It was dark outside, about 8pm in the evening. The apartment had a balcony overlooking the parking lot. I heard a commotion outside one night and I went out to take a look. All of a sudden I was hit with these very bright white lights. I looked towards my upper right field of vision and all I saw was very bright white light. I looked down at the parking lot to the left and there was a person standing there and he yelled up to me "That's no helicopter". The lights went out and the object disappeared. The guy in the parking lot was human and had long hair and a beard. He was in his late 20's or early 30's years of age.
I used to live near the Venice Police station in Los Angeles and they had a helicopter that would patrol the area now and then so I know what a helicopter sounds like and the searchlight they use. This craft I saw made no noise, was completely silent except for the disturbance in the air, and the light was 100 times more powerful than the helicopter searchlight.
