Strange, white, rotating object landing in Gulf.

My husband called me outside to look at something in the sky. It was a beautiful, clear day and I could see a small white object way up there in the sky. We just watched it as it moved constantly, rotating in all directions, and progressing north, south, east, and west. It moved slow, fast, and even remained at a standstill for a few moments. We watched it lower towards the Gulf until it was out of our site, as we cannot see the water past the houses. It was not a parachute since there was no plane (we would have seen one, the skies were so clear, and it had no contrails.
