Strange high-pitch sound heard

Ever since the hurricane, I here a strange, high- pitched sound on & off all night, every night. it sounds like a running vaccum.. but has no groundly origin.

i have recently heard it at times during the day. I searched my whole neighborhood. It seems to be coming from the water or the sky.
