lightening ring

ring shaped object had a strobe light effect and flashed a few times. It was extremely bright and checked the local weather for thunder/lightening storms and none were on the radar. It also stayed high in the sky as where lightening has a vertical line of light. This was almost a full circle ring that gave off a strobe light effect.
