I saw a green light move at a steady rate of speed across half of the sky in approximately 1 1/2 seconds. It disappeared approximately 20 degrees from the horizon.

There were several planes in holding patterns around Dulles Airport.

I would expect someone else to have seen this. It is a very busy area.
