What is this? Not the light, the scales on the top left!

1:00 PM Lunch Break Ends. Saw a blue light on the sky, and took a picture of it. Show it to a work colleague and he notices on the top left of the blue spot something like a dragon tail with white scales.

I'm not sure what it is, is just interesting cause the location is like approx. 1 mile NE of a Nuclear Plant.

I will try to use adobe Photoshop on a different spectrum to see if different details will be revealed. I'm not suggesting is an UFO, I just want to be seen by somebody more knowledgeable in this field than me.
