figure 8 formation of 20 small objects, in the sky west of Janesville, WI. I was driving west on Highway 14 out of Janesville, WI, (Saturday afternoon) and looked north and saw what I initially thought were about 20 small parachutes in figure 8 formation in the sky (maybe 3/4 to 1 mile away). I then realized that they were too small for parachutes, (plus there was no plane nearby), so then I thought they must be birds, but the objects were too rounded for birds and stayed in this figure 8 form, rather than circling. They seemed to have a white base to them. No lights that I could tell. I continued driving, as there wasn't a good place to pull over, so I lost sight of this after a few minutes.
