4 Circular Lights moving Westward at speed

At 9:17 pm, I took a picture of the moon at sunset. A few seconds later I looked to the west and saw 4 bright circular lights, moving away at speed. They appeared to be moving up and down as they moved directly away from me toward the west. The picture I took shows the objects I saw.
