Moved very slowly just above the roof tops of some medical facilities across from the hospital. It had three dimly lit lights in a triangle formation. One flashing red light that stopped flashing after about a minute. The red light was much brighter than the three white ones. After the red light stopped flashing, I could still see the white lights as it slowly glided across the top of the buildings. Then the white lights disappeared. About ten seconds later both lights started up again. That's when I got my phone out but the video is poor and it looks like it could have been a helicopter, but it made no sound. On the video, you can see it was moving to slow for a plane to be so low. I had a strange feeling running through me when observing.
