AC reported numerous slow moving lights west to east above flight level 390

VTE611 and UPS1114 reported seeing too numerous to count unknown lighted objects flying west to east above flight level 390. Slow moving. Air Traffic Advised they were not known to them but that numerous primary targets were seen in the vicinity. Primary targets were unverified.
