Light opens in sky, rotates, then something shoots out to the mountain

Driving on US 95 north towards Fallon. NV.
A light appears, rotates a few times. The light is white.

Then a longer light shoots from somewhere next to it. Straight white line into the mountain side. Then the rotating light disappears.
