Location details: Lights that look similar to the phoenix lights. Just hovering and a one shooting off.

Portland lights

Just 4 lights above the city of Portland. 4 lights Standing still in the sky. 1 disappeared. Last 15-20 mins. Reminded me of the pheonix lights. You could see the planes flying in from east to west to land. Definitely wasn’t planes as I’m a former navy ATC and know how planes are directed to the airport to land.
